Department of Safety Sciences - PA OSHA Consultation

Position Summary & Description
Indiana University of Pennsylvania invites applications for a PA OSHA Consultation Project Manager position in the Safety Sciences Department. This is a temporary, full-time position. The position is grant-funded with the expectation (but no guarantee) of annual renewal each year on October 1.
Duties
The PA OSHA Consultation Project Manager serves as the primary investigator for the annual grant submission and is solely responsible for completion of goals, objectives and results mandated and submitted to continue funding of the program.
This position is responsible for managing the day to day operations of the 2.3M grant funded operation.
Develops the annual Consultation Activities Project Plan for approval by federal OSHA.
Manages the annual Consultation Activities Project Plan and annual budget to assure goals, objectives and grant requirements are attained and maintained.
Compiles various required quarterly and annual reports for both federal OSHA and the University.
Oversees 12-13 faculty consultants and staff; assigns consultant visit workload throughout the state of PA to effectively manage a backlog of 400 client requests.
Signs off on all consultant reports which become a legal and binding document with employers regarding the fulfillment of Federal OSHA obligations.
Reviews and approves all Safety and Health Achievement Program submissions which provide coveted OSHA inspection deferrals to approved clients.
Reviews and approves all department budget, travel, incidental and administrative expenditures.
Performs critical interface work daily with federal OSHA, Region 3 OSHA and with Pennsylvania Area OSHA enforcement offices and their management staffs.
Performs all personnel functions including consultation staff and administrative hiring, conducting annual performance reviews, and managing performance issues up to and including staff and/or consultant dismissals.
Deals with attorney inquiries re: potential litigation cases involving clients.
Develops and manages various plans including quality assurance, staff training, time management etc. and conducts staff meetings and conference calls quarterly.
Position Qualifications
Required Qualifications
A graduate degree, or PhD in safety, health or related discipline is required.
Candidate must hold, and be in good professional standing, the Certified Industrial Hygienist (CIH) and/or Certified Safety Professional (CSP) certification.
The candidate must have an active "Compliance Safety and Health Officer" (CSHO) number with OSHA, and an active user of the federal agency's OSHA Information System (OIS).
Demonstrated knowledge of OSHA's safety and health standards and regulations, industrial and construction processes, industrial hygiene sampling techniques, proficiency in MS Office and general knowledge of web-based applications is required.
Demonstrated supervisory experience in managing multiple staff personnel and projects is required.
Preferred Qualifications
Preference will be given to candidates with extensive, current professional experience (15+ years) in the practice of safety and industrial hygiene.
Past experience working with OSHA Enforcement and/or OSHA Consultation will be given strong consideration.
Candidates must communicate effectively in writing and verbally, have the ability to make oral presentations and perform well during the interview(s).
Essential Functions
The work of this position occurs in a typical office environment. Although infrequent, periods of heavy exertion may occur. Incumbent must have the following abilities:
Ability to travel to field locations and meeting/training sites by motor vehicle when required.
Communicate both orally and in writing to issue, receive and carry out instructions and orders effectively and to convey information to a variety of co-workers and the general public.
Use a variety of common office machines such as telephones, calculators, copiers, computer terminals, keyboards, video display terminals, auxiliary printers and similar equipment.
Perform manual duties such as lifting and carrying various weight limits.
Operate office equipment which may require stooping, kneeling, bending, stretching and prolonged standing.
Provide assistance and guidance to internal and external customers.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
